I want to create a business website that provides a service (similar concept as ‘sittercity’, but different service) and charges a modest membership fee, but I am not sure where to get started. I’ve heard of web hosting, but am not sure if this only applies to businesses that are selling products.
My ideal website would be free to everyone with restricted access, but only paid members would be able to fully access all features of the website. Does anyone have helpful information on how to get this started?

You hit the nail right on the head. You must create a site that is warm and inviting. Start by offering free access then follow up with charging for full access. Your free access should presell the full access. It gives the visitor the chance to get his/her feet wet then decide to go further.
There are several hosts that can assist. Some hosts offer better tools then others. The key is to find the best match for your needs. In order to find the best match, I would suggest comparing several options. First comparing feature-by-feature then dollar-for-dollar. Using this process will ensure the best fit and the most value for your money. The web host that I use for my business is http://find.sitesell.com/UnstoppableDrea…
They have great examples and specialized tips/assistance for building specific/targeted sites. One of their specialties is service sites as well.
    BEST WISHES!

Yes you will need web hosting. You can get this as cheap as $50 per year. (Some are cheaper but I wouldn’t recommend it)
You may contact me personally if you need assistance or have questions about web design or hosting (even though I do not personally host websites) My phone# is on the website
    Go to my site: http://www.samwilson3d.com
There you will find a list of inexpensive web hosts which I recommend to clients. Check out my work and contact me if you want a reasonable quote on web design.
Websites that sell goods or services generally work the same way although in your case this may be a little different

To create a business website you need a domain and webhosting. As an experienced webmaster I recommend purchase your domain and webhosting together. In this way it is possible to get your domain for free. Some webhosting companies offer this as a gift . i prefer to use fastdomain webhosting for mine since they are inexpensive and offer unlimited hosting space, free domain, free site builder etc etchttp://hosting.fastdomain.com/track/fast…

Maybe you could try http://www.terapad.com – it allows you to restrict access to pages you create.

In your case your service would be your product, if you want people to pay for it.
Usually websites make money off of ad revenue. You know the ads that are on the sides of the pages. Google can provide you with ads and you will get paid from them. https://www.google.com/adsense/login/en_…
It really depends on the service, if it is available somewhere else on the net for free why would people pay money.
Web hosting is the server that holds your webpage, they have to be on 24/7 or people won’t see your site. This allows you to turn off your computer when you goto bed, otherwise your computer would have to be on 24/7 instead.
Go to Amazon or check your local library for a book called:
The Neatest little Guide to Making Money Onlinehttp://www.amazon.com/s/ref=nb_ss_gw/102…
It will tell you everything you need to know to get started
    Good Luck
