I am thinking of opening a food takeaway, As far as I know, this kind of business required planning permission from the council, What I’m confussed about is that do I start renting the property I want to use for my business and then try to get the permission or do I Apply for council aproval and then renty the property after I have the council aproval. What is the normal procedure in these situations?

You will certainly need a hygiene clearance from the Council. This includes checking your premises, so you need to get the premises before you can get the clearance.
Not sure about planning, but best to ask your local council – or see their website.

Assuming you are in the UK (and this applies to most countries), the premises will need planning permission for you to operate.
Absolutely do not sign a contract for purchase or lease of a premises, unless you first make that contract conditional on getting planning permission. (In the UK you need what is known as Use Class A5). You really don’t want to take on a premises and later find out that you can’t use it, but are still liable to make the payments.
You will normally find premises with A3/A4/A5 Planning Use up to 10% more expensive, as this reflects the fact that there are less of them around, and it costs to gain Planning permission.
Usually best to acquire one which already has permission, and I’d recommend you getting professional advice from a Chartered Surveyor. Try http://www.propertyinbusiness.co.uk run by the RICS and see your local Business Link for advice. Good luck!
